In recent years, as part of the administrative reforms carried out in our country, the system of public administration in the field of higher education, science and innovation, preschool and school education has been improved, and priority areas of activity of a number of republican executive authorities in this area have been determined.
The transformation of a number of republican executive authorities within the framework of administrative reforms, the transfer of the functions and tasks of the State Inspectorate for Quality Control of Education under the Cabinet of Ministers of the Republic of Uzbekistan, the Agency for the Development of Creativity and Specialized Schools under the Cabinet of Ministers of the Republic of Uzbekistan to separate ministries, as well as the reorganization of the Fund for Support of Innovative Development and Innovative Ideas, required amendments to legislative acts to clarify their official names and powers.
This, in turn, became the basis for the adoption of the Law of the Republic of Uzbekistan “On Amendments and Addenda to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Improvement of Public Administration in the Field of Education within the Framework of Administrative Reforms” on September 7, 2024.
This Law introduced amendments to a number of legislative acts, which provide for the clarification of the names and powers of the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan, the Ministry of Preschool and School Education, the Ministry of Sports, the Ministry of Poverty Reduction and Employment, as well as the name of the Fund for Financing Science and Support of Innovations.
In addition, the new law provides for the introduction of a new system of external evaluation of state and non-state educational organizations providing secondary specialized, professional, higher education and post-higher education, the distribution of powers for licensing activities in the field of advanced training and retraining of personnel, as well as the provision of non-state educational services between the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan and the Ministry of Preschool and School Education.
This Law serves to form an integrated system of republican executive authorities in the field of higher education, science and innovation, preschool and school education, as well as to improve the quality of educational services provided by state and non-state educational organizations.
