The first stage (higher education institution stage) is the stage of accepting and selecting applications, during which applications are accepted from candidates who have expressed a desire to participate in the competition and they are selected according to 2 conditions:

The effectiveness and efficiency of the work carried out by the candidates in the nomination (based on documents)

Presentation of the candidates' activities in the field of spiritual, ideological, political and legal propaganda (5-7 minutes via projector) and a question-and-answer interview on the field

Candidates who won the first stage will be awarded with a Diploma and a ticket to the Republican stage.
