Transfer and resuming studies


TRANSFER AND REINSTATEMENT OF STUDENTS’ STUDIES

In accordance with the Regulation “On the Procedure for Transfer, Reinstatement and Expulsion of Students of Higher Education Institutions”, approved by Appendix No. 3 to Resolution No. 578 of the Cabinet of Ministers of the Republic of Uzbekistan dated September 13, 2025, the processes of transferring students’ studies and reinstating students are carried out in the following manner:

Applications for the transfer and reinstatement of students to higher education institutions of the Republic are accepted through the following electronic platforms:

• transfer.edu.uz – for transfer from one higher education institution to another within the Republic or within the same institution;

• my.uzbmb.uz – for transfer from foreign and non-state higher education institutions operating abroad or within the Republic to state higher education institutions.

Transfer of Students of Higher Education Institutions

Registration of applications for the transfer (including reinstatement by transfer) of students to higher education institutions is carried out twice during one academic year via the official website of the Ministry or the Unified Interactive State Services Portal:

• before the start of the autumn semester classes — from July 15 to August 5 (inclusive);

• before the start of the spring semester classes — from January 10 to January 20 (inclusive).

Applications for transfer and reinstatement from one higher education institution to another are not accepted or considered before the start of the spring semester.

Applicants wishing to transfer (or be reinstated by transfer) shall enter their personal identification data into the electronic platform and upload the following documents:

• copies of documents substantiating the reasons for transfer (reinstatement);

• a copy of the grade book, an academic certificate in the prescribed form, or a transcript.

Consideration of applications and decision-making on the transfer (reinstatement by transfer) of students is carried out:

• before the autumn semester — from August 6 to August 30 (inclusive);

• before the spring semester — from January 21 to February 10 (inclusive).


Grounds for Inter-Institutional Transfer within State Higher Education Institutions

Inter-institutional transfer between state higher education institutions is permitted based on the following two valid reasons:

• if a student applies for transfer to a higher education institution located in the permanent place of residence of their spouse due to marriage;

• if the spouse or minor child of a public servant applies for transfer due to a change in the public servant’s place of work (based on a recommendation from the relevant ministry or agency).


Transfer from Foreign Higher Education Institutions

When transferring from foreign higher education institutions to state higher education institutions, students are required to obtain the minimum passing score based on:

• professional (creative) examinations for relevant and related fields requiring special aptitude;

• test examinations for other fields of study.

Professional (creative) examinations are conducted by the respective higher education institution, while test examinations are conducted by the Agency for Assessment of Knowledge and Skills (BMBA).

Students who score below the passing threshold may be allowed to transfer based on a differentiated tuition fee (super-contract). Transfer to non-related fields of study is not permitted.

Transfer from foreign and non-state higher education institutions operating in Uzbekistan to state higher education institutions is organized in the same manner as transfer from foreign institutions. Additionally, such students may be allowed to transfer upon a one-time payment of a differentiated tuition fee (super-contract) established for the relevant bachelor’s degree program.

Transfer of students studying at the master’s level in foreign and non-state higher education institutions is not permitted.

Transfer (reinstatement) of foreign citizens from foreign and non-state higher education institutions to state higher education institutions is carried out on the basis of an interview and by an order of the rector (director) of the respective institution. Tuition fees are determined in accordance with legislation.


Reinstatement of Students’ Studies

Applications for reinstatement of students’ studies are accepted twice during one academic year:

• before the autumn semester — from July 15 to August 5 (inclusive);

• before the spring semester — from January 10 to January 20 (inclusive).

Applications may also be accepted electronically by higher education institutions.

Applicants must attach a copy of their grade book, academic certificate, or transcript.

Consideration of reinstatement applications and decision-making is carried out:

• for the autumn semester — from August 6 to August 31;

• for the spring semester — from January 21 to February 10.

Reinstatement (including transfer reinstatement) during the same academic year in which the student was expelled is not permitted.


Grounds for Refusal

Applications for transfer or reinstatement shall be rejected in the following cases:

• study at non-accredited foreign higher education institutions or their branches;

• study at centers, departments, consultation points, or similar units of higher education institutions;

• transfer to the first semester of the first year (except in cases of academic leave due to illness, absence of the relevant field of study, or reinstatement);

• absence of a relevant (related) field of study or form of education at the receiving institution;

• failure to pay tuition fees within the established period;

• failure to submit a personal academic file (academic certificate) within the prescribed time limits;

• lack of vacant places within state grant quotas;

• limited material and technical capacity of the institution;

• transfer of students admitted under targeted enrollment to other fields, forms, or institutions;

• transfer between special part-time and other forms of education;

• participation in joint education programs based on agreements between Uzbek and foreign institutions (except within the same joint program);

• other cases stipulated by legislation.

Students may not be recommended for admission to the semester following a semester in which they did not study.




Final Provisions

When formalizing transfer (including reinstatement by transfer) and reinstatement, the rector (director) of the higher education institution determines the procedure and deadlines for completing academic deficiencies or differences in curricula, the course (semester) of study, and other legally established conditions of admission.

For continuation of studies from a specific course (semester), the following requirements apply:

a) under the rating assessment system — the number of differences in general professional and specialty subjects must not exceed four;

b) under the credit accumulation and transfer system — the student’s GPA must be 2.4 or higher according to the standard curriculum of the receiving field of study.

If these requirements are not met, the student may be allowed to continue studies from a lower course (semester), taking into account subject differences and GPA.

Identified academic deficiencies (unearned credits) under the credit system are completed after payment based on the basic tuition fee corresponding to the number of credits.

Admission orders for students transferred or reinstated on a tuition-fee basis are issued by the rector (director) within 10 days after fulfillment of contractual payment obligations.
